It was America's first mechanical Ice Cream Scoop and was invented to control the size of the scoop while creating a pleasing shape to the dip of ice cream served on plates or saucers in ice cream parlors. It required two hands to operate this early dipper - one on the handle, the other in turning the key to release the ice cream.
